Job Description
JOB DESCRIPTION

In this Operational HSE role, you will assist the site management of two (2) separately located factories/plants/premises/workplaces to discharge their statutory duties. You shall be responsible for initiating and supporting all HSE and fire safety-related activities, including, but not limited to:
  • Advise and assist site management in all HSE and Fire Safety initiatives and activities
  • Perform the duties and responsibilities of a Workplace Safety & Health (WSH) Officer at the assigned site in accordance to the WSH (WSH Officers) Regulations under the WSH Act
  • Perform the role of Fire Safety Manager (FSM) for one (1) factory/plant/premise/workplace and ensure the two (2) separately located factories/plants/premises/workplaces adhere to the Fire Safety Act and other legal requirements
  • Assist site management to discharge their statutory duties, particularly in the area of identification of workplace safety and health risks including process safety and in recommending the necessary control measures
  • Interpret, disseminate, implement and ensure full compliance to all requirements, rules or regulations from WSH legal, MOM, ISO 14001, OHSAS 18001 or ISO 45001, HSE Management System and other relevant authorities
  • Assist site staff in risk management and facilitate the conduct of site hazard identification, risk assessment and recommendation of safety controls and safe work procedures
  • Develop, revise, update and maintain site safety management system documents and ensure enforcement of written policies and procedures
  • Continuously monitor HSE performance and reporting it on a monthly basis, including HSE initiatives, programmes and activities
  • Develop, implement and rehearse emergency response plans, procedures and other emergency drills, including fire safety and the training of first aiders, emergency response teams and CERT
  • Facilitate regular site safety inspections and the reporting of all safe and unsafe conditions, including the follow-up actions until closure
  • Conduct regular internal, and facilitate external, HSE audits, typically on a yearly basis or as and when required, and recommend continual improvements for the site
  • Facilitate the periodic statutory inspections, licensing and certifications of site equipment and installations, and the submission of the required reports to the authorities
  • Assist with the HSE qualification and management of contractors and sub-contractors at site, including compliance with all site safety rules and procedures
  • Assist and provide guidance to site management in the investigation of safety incidents, including root cause analysis and the recommendation of the necessary corrective and preventive measures to prevent recurrence
  • Advise site management on latest technical competency training requirements in safe work practices and procedures for all site staff
  • Conduct internal safety training and facilitate the required competency training of site staff by external Approved Training Providers
  • Serve as the Secretary for site HSE Committee, ensuring regular monthly meetings and essential topics to be discussed and communicated
  • Develop and implement a yearly HSE work plan for HSE initiatives, activities and promotional programmes to further improve HSE culture and performance
  • Assist with KI and Keppel Group HSE programmes, initiatives and activities, as assigned
  • Carry out any other ad-hoc assignments/tasks as required
JOB REQUIREMENTS
  • Degree or Diploma in a technical field with at least 5 years of relevant HSE and FSM working experience
  • WSQ Specialist Diploma in Workplace Safety and Health (Level C)
  • Registered Workplace Safety & Health Officer with MOM
  • Registered FSM (Fire Safety Manager) with SCDF
  • Certified Internal Auditor for ISO 14001 : 2015 and OHSAS 18001 : 2007 or ISO 45001 : 2018
  • Good knowledge of fire safety, life-saving equipment & items
  • Sufficient knowledge in areas related to process safety management (Hazop, Bowtie. etc)
  • Proficient in conducting incident investigations to derive the root cause(s) and relevant actions
  • Detailed understanding and knowledge on WSH & Fire-related legal & other requirements
  • Experienced in organising and carrying out HSE & Fire Safety related training
  • Organised and able to establish and maintain a system of records and related documentation
  • Experienced in facilitating the acquisition of all necessary permits and licenses
  • Proven strong time management, leadership qualities and interpersonal skills
