About the Job

The Region Workforce Planning Manager manages the regionshiring, staffing, affirmative action, the selection and placement processes.He/She manages and trains district area HR Managers in recruitment,interviewing, selection and placement of applicants. This position worksclosely with corporate workforce planning on advertising and recruitmentstrategies for the districts. This position reports to the HR OperationsDirector.

Job Description

Manages HR Workforce Planning,Reporting, and Training

  • Monitorsjob movement between UPS business units to ensure efficient employeetransitions and compliance with corporate policies.

  • Maintainsand adapts hiring process tools (e.g. application forms, requisition forms,etc.) and troubleshoots errors and inconsistencies to maintain accurateemployee application data.

  • Conductstraining to provide HR staff information on HR Systems (e.g., Taleo, EPR).

  • Maintainsawareness of changes to APAC regulatory compliance issues to ensure UPS iscompliant.

  • Providesupdates to business units on the impact of regulatory actions to UPS to ensure strategiesare implemented.

  • Collaborateswith other functions to address changes to regulatory issues and implementchanges to policies and procedures for ensuring compliance.

Manages Diversity and Affirmative Action Programs
  • Coordinatesdiversity recruitment strategies and initiatives to ensure alignment with UPS'smission statement and vision.

  • Reviewsdiversity and affirmative action program administration to ensure compliancewith local laws and regulations.

  • Activelypromotes diversity and affirmative action programs and communications to ensureregion maintains a diverse workforce.

  • Leadsmeetings on diversity and affirmative action initiatives to ensure visibility,compliance, and goal achievement.

Leads Region Workforce and Staffing Strategies
  • Coordinates region workforce strategies tomaximize talent and retention effectiveness for overall business planning and development.

  • Reviews internal workforce patterns toidentify areas requiring review or improvement.

  • Provides awareness of external workforcetrends impacting employees' skills and abilities to ensure strategies aredeveloped for adjusting to changing demographics.

  • Oversees region staffing strategies to attractqualified candidates in a cost-effective manner.

  • Teams with region management to identify theworkforce mix required for meeting UPS staffing needs.

Manages and Develops Others
  • Identifies individual and team skill gaps anddevelopmental opportunities (e.g., training, special assignments, conferences, projects,etc.) to facilitate individual and team development.

  • Ensures that direct and indirect reports havedocumented career goals and detailed plans for achieving these goals to developthem personally and professionally.

  • Conducts frequent performance evaluations in aconsistent, fair, and objective manner to facilitate open communication andencourage continuous performance improvement.

  • Holds others accountable to establishedperformance levels to achieve individual and group goals.

  • Resolves individual and group performanceissues in accordance with UPS’s policies and procedures in a timely manner tomotivate and foster teamwork.

  • Coaches others and provides on-going feedbackand support to improve performance.

  • Identifies opportunities to involve others innew and challenging work assignments and/or rotations that advance the skillsand capabilities of individuals and the organization.

  • Makes salary recommendations to rewardemployee performance.


  • Bachelor Degree in Business, Business Administration (major in Human Resources Management or equivalent with at least 8 years of experience in Human Resource functions.
  • Minimum 5 years of people management skills.
  • Possess APAC regional exposure.
  • Demonstrated expertise in talent acquisition strategies.
  • Exceptional interpersonal and communication skills.
  • Multi-tasker and ability to work in a face pace environment.
