Business Function
Group Technology and Operations (T&O) enables and empowers the bank with an efficient, nimble and resilient infrastructure through a strategic focus on productivity, quality & control, technology, people capability and innovation. In Group T&O, we manage the majority of the Bank's operational processes and inspire to delight our business partners through our multiple banking delivery channels.
Job Purpose
Group Technology Services (Group TS) enables DBS Group with the best in class technology infrastructure and information security services platform that is Smarter, Safer and Simpler.
The key mandate of Regional Business Office (RBO) team is to:
  • Provide leadership in cost management of Group technology infrastructure costs in the region; namely Singapore, Hong Kong, China, Taiwan, India and Indonesia.
  • Formulate chargeback methodology and pricing for technology infrastructure services to drive Gandalf transformation with state of art infrastructure capabilities to strengthen resiliency and build capacity.
  • Support Group TS teams in the formulation and execution of workforce strategy.
  • Drive contract governance, consistency and optimisation across the countries.
  • Be a key contact and support for Finance on all financial matters and GPS on contract management. 

Key Accountabilities
Cost Management
  • Manage regional financial performance for Group technology services including Total Expense, Group Infrastructure Costs and Cost Savings. Ensure timely and accurate cost forecasts.
  • Support transition to Platform Model.

Chargeback Methodology and Pricing
  • Review and formulate the technology infrastructure cost chargeback methodology and pricing. Rollout to all the countries in partnership with Finance for B2019.
  • Align to Platform Model for costs and consumption.

Workforce Strategy & Tracking
  • Review and help to formulate Workforce strategy.
  • Track actual and forecast workforce across the region against target.
  • Align to Platform Model.

Contract optimisation, governance and controls
  • Ensure contract optimisation with regional vendors. 
  • Ensure consistency in pricing, contractual terms and conditions across the countries. 
  • Ensure zero contract expiry for Technology Services.

Responsibilities 
Cost Management
  • Manage Group Infrastructure Costs. Track delivery of savings as committed under various initiatives. Ensure timely and accurate cost forecasts.
  • Advice on the financial implications of new infrastructure initiatives and strategies. 
  • Track status of initiatives, EOS in terms of schedule, budget, outcomes and benefits as outlined in the business cases.
  • Consolidate TS budget and business plans. 
  • Support transition to Platform Model in terms of financial reporting. 

Chargeback Methodology and Pricing
  • Review and formulate the technology infrastructure cost chargeback methodology and pricing. Rollout to all the countries in partnership with Finance for B2019.
  • Perform volume consumption and price analysis for TS Infrastructure services.
  • Align to Platform Model for costs and consumption.

Workforce Strategy & Tracking
  • Review and help to formulate Workforce strategy.
  • Track actual and forecast workforce across the region.
  • Align to Platform Model.

Contract Governance, Consistency and Optimisation
  • Ensure contract optimisation with regional vendors. 
  • Ensure consistency in pricing, contractual terms and conditions across the countries. 
  • Ensure zero contract expiry for Technology Services.

Requirements
  • At least 10 years of experience preferably with exposure on technology, 
  • finance and cost management.
  • Good interpersonal and communication skills. Able to interact with all levels of management/staff. 
  • Hands on, detailed and meticulous with good analytical and problem solving skills with experience in presenting detailed information and numerical data in a way that is simple and easily understandable. 
  • IT savvy, proficient in MS Excel and Power point skills.
