The Applications Development Function Group Manager is a senior management level position responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology Team. The overall objective of this role is to drive applications systems analysis and programming activities.

Responsibilities:
  • Lead/manage a technology organization where evaluations direct performance and considerable weight is given to recommendations for pay increases, hiring, terminations, and other personnel actions
  • Manage a large applications development functional area through functional managers
  • Develop roles, responsibilities, and structure team to ensure greatest impact, efficient use of resource, and alignment to business structures
  • Develop strategic direction of the applications development function to align with overall business technology goals as well as control resources budget, policy formation, and planning
  • Provide evaluative judgement based on analysis of facts in complicated, unique, and dynamic situations including drawing from internal and external sources
  • Manage regulatory agenda in line with broader business goals and work with other key Information Technology (IT) and business stakeholders to ensure consistent delivery and prioritization of initiatives
  • Deliver cost savings and greater efficiency through innovation, process improvement, simplification of the technology stack and strategic outsourcing, and vendor partnerships
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:
  • 15+ years of engineering experience building multi-tiered payment engines with high availability and throughput including 10 years of management experience.
  • Experience with scaled agile delivery from building to coaching teams to achieve client value with speed.
  • Demonstrated knowledge of modern software development processes and practices
  • Experience with modernizing and migrating applications/clients to strategic architectures
  • Advanced knowledge of industry practices, standards, rules, and regulations for ISO payment schemas.
  • Experience in collaborating and influencing across regional/global cross-functional teams
  • Understanding of financial control, budgets and experience estimating solutions
  • Experience with technology control frameworks and regulatory attestations and audits
  • Ability to build and maintain peer and business partnerships to support overall success of the TTS organization.
  • Broad experience across a variety of applications, technologies, and domains in the payments industry
  • Excellent verbal, written, and presentation skills. Ability to communicate with internal stakeholders, third parties, clients and regulators.
  • Relevant experience migrating key product flows from heritage platforms onto next gen technology
  • Experience building hybrid cloud architectures leveraging Java, Kafka, Mongo and AWS.
  • Experience designing and implementing payments processing
  • Bachelors or Master's Degree with a STEM focus (Science, Technology, Engineering or Math)
  • Certification or specialization in finance and banking regulation would be a plus

Education:
  • Bachelor's degree/University degree or equivalent experience
  • Master's degree preferred

The Payments and Receivables (P&R) Technology is a part of the TTS Technology organization and is embarking on several transformations for P&R. We are seeking a Managing Director of our Asia Pacific (APAC) Payments infrastructure across 15 countries including Wires, Real Time Gross Settlement (RTGS), ACH and Instant Payments. The successful candidate requires a deep knowledge and successful track record in developing and delivering payment solutions across the continuum from client experience to the market infrastructures. The candidate will be leading a regional team that provides payment services to clients and all lines of businesses within Citi. He/she will report to the Global Head of Payments and Receivables Technology organization and matrix into the Regional Head of TTS Technology in APAC. The role will be working across a variety of stakeholders such as Product, Operations, Audit and Risk as well as in-country regulators.
RESPONSIBILITIES
  • Define the strategic goals, execution approach and roadmap for the Asia Pacific P&R Technology department in conjunction with key stakeholders both globally and regionally.
  • Lead a team of over 400+ technology professionals enabling a high performance and innovation culture while managing a budget in excess of $22MM as well as multiple vendor relationships.
  • Collaborate and partner with the business, infrastructure, and architecture teams to define strategic roadmap and execution plan leveraging our global target state architecture that will enable the simplification and standardization of assets that have scalability and resiliency within our Citi ecosystem and in public cloud.
  • Ensure appropriate governance processes are followed in line with Citi's project delivery standards - always maintain good program discipline to minimize risk and support Citi's transformation culture
  • Develop roles, responsibilities, and team structure to deliver against a transformational agenda while ensuring efficient use of resources and demonstrating alignment to business goals.
  • Manage ambitious and strategic technology change that aligns with the overall TTS Technology goals of migrating to cloud based technologies.
  • Create an engineering excellence culture through knowledge sharing, innovation and embracing best practices through agile delivery. Ensure adherence to Technology Engineering KPIs
  • Develop strong SRE mindset in the engineering teams with an emphasis 7x24 availability of solutions.
  • Manage regulatory agenda and attestations to our compliance with the APAC FMI network in line with overall TTS Regulatory and Control agendas.
  • Responsible for managing our technology engagement with various market infrastructures across the APAC region.
  • Drive cost savings and greater efficiencies through innovation, process improvement and simplification of the technology stack and engineering processes.
  • Act as a changemaker for our cultural and agile transformation with basis on diversity and inclusion
  • Lead a collaboration space with the regional teams to bridge the gaps between our global target architecture and local requirements with an eye towards simplification and standardization
  • Assess and manage risk around the use of the APAC P&R infrastructure that guards the firm's reputation and safeguarding Citi, it's clients and assets by driving compliance with applicable laws, rules and regulations, adhering to Policy. Ensure support and closure of the current regulatory risk items.
  • Apply sound ethical judgement regarding personal behavior, conduct and business practices and escalating, managing, and reporting control issues with transparency, as well as effectively supervise the activity of others.
