This is an exciting opportunity to join the Human Potential Cluster in BMRC. Human Potential is a new focus area in the expanded Human Health and Potential (HHP) domain in RIE2025, and is a key programme to address a national priority as Singapore is facing persistently low birth rates, a declining workforce and rapidly ageing population. Human capital being Singapore's most valuable resource, it is therefore critical to optimize each individual's potential throughout life.
The Human Potential cluster will focus on shaping robust ecosystem through strategic R&D and partnerships to support knowledge creation building capacity and enabling capabilities in our research institutes build and support large-scale programmes within and outside of A*STAR especially in translating research discoveries into impactful interventions and encourage industry oriented collaborations. societal outcomes.
The incumbent will have wide opportunities at the HQ level to:
  • Formulate and drive strategies to build a broad base of industry-relevant R&D programmes, capabilities and infrastructure
  • Establish and anchor long-term R&D partnerships with public agencies, local small medium enterprises, startups, leading multinational companies and institutes of higher learning to create an end-to-end innovation and vibrant R&D ecosystem for Singapore
  • Proactively develop and ensure a pipeline of scientific capability building effort through technology foresighting, roadmapping exercises and evaluation of new R&D programmes to support industry and public sector needs
  • Develop and manage A*STAR's relationships with public sector agencies, companies and negotiate win-win collaborative terms
  • Ensure good governance and management of research funding for Singapore institutes and research performers

Job Requirements
  • Educational background in life sciences, or a related field such as medical research or biotechnology
  • Minimum of 3 years working experience, preferably in public sector agency, industry R&D and/or in a science-based business role. Those with the relevant working experience will be considered for a more senior role.
  • Broad vision of science and technology, able to handle diverse technical topics beyond one's direct field of education and experience, with excellent awareness of emerging technologies and global trends
  • Outstanding writing abilities, oral communication and presentation skills with a flair for engaging multiple stakeholders for outcome-driven discussions
  • Able to bring fresh insights to complex situations and make radical or unexpected connections
  • Energetic self-starter, able to self-direct and flex between varieties of approaches
