Job Description


PURPOSE OF THE ROLE


  • Ensure that monitoring and advisory activities in Aviva Singapore are effectively managed and kept within the Companys appetite for Financial Crime Risk.

  • Support implementation of Compliance work plan to monitor and ensure the compliance function discharges its responsibility to enable and monitor the business adherence to laws and regulations.

  • Support Compliance Manager to provide assurance to the Management on the mitigation of key compliance risk areas and regulatory responsibilities.

  • Support Compliance Manager to provide assurance through regular compliance reporting and compliance reviews to the Management.

  • Responsible for compliance with applicable laws and regulations. Ensure that new regulatory requirements impacting the function are implemented, and an effective process is in place for regulatory consultations to be reviewed and analysed by subject matter experts.

  • Fair Dealing Outcomes:Ensure full understanding of Fair Dealing Outcomes and ones own accountability in delivering these outcomes as applicable to the role.

OUTCOMES
Strategic

  • Support the implementation of a robust and risk based framework for regulatory development and compliance covering accountabilities, reporting and controls.

Operational
Compliance Framework:

  • Review and update Compliance Policies.

  • Conduct regular Compliance workshops to build competency across business functions.

Financial Crime & Investigation

  • Advise relevant parties on implication of new and existing AML/CFT regulations and Group Financial Crime Standards. Perform gap analysis and follow-up on actions required.

  • Improve processes, controls and efficiency relating to AML, high risk customers, fraud and anti-bribery and fraud awareness, detection and monitoring.

  • Ensure the manuals relating to financial crime are kept updated, are properly signed off and are presented to the Board risk committee for endorsement.

  • Manage risks of money laundering and combating financing of terrorist, including:

  • Assess alerts generated and suspicious transactions

  • Seek senior managements approval for politically exposed persons and high risk customers

  • Register and update suspicious activities received

  • Review management information generated by system

  • Preparation of suspicious transactions report (STRs)

  • Maintenance of terrorist list input file and high risk customers

  • Screening of terrorist and high risk customers

  • Administer control self-assessment for anti-money laundering / combating financing of terrorism

  • Conduct Financial Crime and AML/CFT training to all stakeholders

  • Coordinate and compile CAD / Police requests for information and documents

  • Assist in the investigation of staff, customer or distributor fraud

  • Assist in preparation of regular statistics / reports as required for internal review or for submissions to the relevant local authorities or Group.

  • Assist in the periodic testings of financial crime related controls in iCARE platform under the Operational Risk & Control Management framework.

  • Perform due diligence checks on business partners.

Audit and Risk Committee:

  • Assist in preparation of compliance reports for Audit and Risk Committee meetings.

Governance

  • Develop and maintain an effective governance operating model by

  • Providing adequate and timely advisory support on existing and impending regulatory requirements,

  • Providing quality and timely advice on policies, procedures and controls that must be in place to deliver compliance,

  • Monitoring and assessing the effectiveness of measures taken by the BU

  • Monitoring, managing, documenting material contacts with the regulator.

  • Monitoring and providing support to ensure prompt and appropriate reporting and resolution of any regulatory breach or other regulatory issues.

  • Assessing at intervals whether the Compliance function is adequately resourced and escalate concerns.
KEY PERFORMANCE INDICATORS

  • Delivery of the Compliance work plan

  • Quality and timeliness of Compliance Review reports.

  • Maintain and review compliance policies.

  • Responsiveness to changes in regulations / policies.

Proficient in regulations:

  • Insurance Act

  • MAS

  • SFA

  • FAA

  • LIA

  • GIA

  • CPF Board

  • MOH
REQUIREMENTS

  • At least 3 years experience in AML/CFT function or related role with the financial services industry

  • Tertiary qualification

  • Professional compliance qualification

  • MFAS Module 5, 9, 9A and HI
