Job Description

Job Summary:

The successful applicant will be responsible for payroll, taxation and benefits administration for all staff across the whole school, employee permits administration and supporting employees of Tanglin through an effective HR framework. The role reports to Director of People (DOP) through Assistant Director of People (ADOP).

Requirements:

  • Minimum Diploma holder or equivalent
  • Minimum 3 - 5 years of relevant working experience
  • Knowledge of payroll processes, leave management, filing of taxation and benefits administration
  • Familiar with work pass regulations and processes
  • Good understanding of local employment legislations and income tax legislations
  • Meticulous, organized, detail oriented with strong numerical and analytical skills
  • Highly proficient in Microsoft Office Applications & Excel
  • Proficiency in HRIQ Software (HR system) is an added advantage
  • Ability to use initiative and assume responsibility for tasks/projects
  • Pleasant personality with excellent interpersonal, organizational and coordination skills
  • Strong people management skills
  • Ability to work independently as well as a good team player

Key Responsibilities

1.Payroll Management

  • Responsible for the management of the payroll functions to ensure that payment of salaries and allowances are processed promptly and accurately in accordance with payroll timeline and in compliance with the relevant operating procedures, audit observations, existing rules and regulations, while maintaining the stipulated service standards:

. Responsible for maintaining proper payroll records and ensure the confidentiality of payroll data is safeguarded.

. Responsible for processing and checking of end-month, mid-month and ad-hoc payroll.

. Liaise with HR Business Executive and Finance team on payments and deductions relating to accommodation rentals.

. Ensure that payroll documents and data are uploaded and submitted to the relevant authorities timely, e.g. HSBC, CPF Board.

. Responsible for preparation and generating all payroll related reports.

. Assist in the analysis of payroll costs with Finance.

. Ensure timely payments to staff, preparation of documentation and timely transmission of data to the relevant authorities, e.g. CPF Board and IRAS.

. Liaise with internal and external auditors, banks, statutory boards and any party in connection with payroll matters of the School.

2.Staff Taxation and Returns

  • Responsible for ad-hoc tax clearance (IR21) of resigned foreign employees
  • Responsible for the submission and filing of year-end tax returns with IRAS for all employees.
  • Responsible for submission of tax to Inland Revenue for expatriate staff.
  • Assist teachers in resolving personal income tax issues if any.

3.HR Information Systems

  • Responsible for maintaining the HR Information systems in HR i.e. HRIQ, E-Portal and Time Management Systems, keeping abreast of government legislations and system enhancements, with up-to-date software from IQ Dynamics.
  • Responsible for liaising with external software provider and Technology Team on system requirements and enhancements.

4.Employment Permissions

  • Responsible for obtaining the appropriate employment permission for new foreign employees
  • Monitor organisation's work passes (SPass and Work Permit) quota and monthly levy payment to MOM
  • Responsible for verification of monthly levy payment to MOM and report
  • To ensure employees employment permission are renewed and updated timely.

5.Leave Management

  • Manage Staff Leave Management System i.e. assigning leave to different groups of staff, updating and ensuring that documents are submitted to HR after application via E-portal.
  • Responsible for annual leave system update and year-end leave initialization.
  • Producing monthly no pay leave reports for payroll payment.
  • Responsible for collating documents for all government-related claims.
  • Manage Time Management System i.e. processing/polling data from Time Management System and assigning ID Cards, update working hours for new staff and furnish timesheets as and when required.
  • Producing reports for schools for staff leaves.
  • Troubleshooting staff that have errors in logging in HRIQ system and application in leave system.

6.Training and Development

  • Responsible for the relevant administration and application for SDF and sponsorship courses where appropriate.

7. Human Resource Management

  • Develop a strong knowledge of the policies regarding employees in Tanglin.
  • Ensure that staff related benefits are managed and administered accurately and effectively.
  • Ensure that HR practices are established and aligned with the business and HR objectives.
  • Be aware of and keep abreast of National Employment and Union Legislations.
  • Collaborate with colleagues in the H.R. Team to achieve a cohesive approach in Human Resources.
  • Collaborate with members of the team ensuring that lines of delegation and communication are clear.
  • Contribute and work towards the aims and objectives of the HR Team.

8. HR Project Management

  • Responsible for taking on HR projects, reviews and surveys that may be assigned to from time to time.

9. Cross-functional Responsibilities

  • Provide cross-functional support to fellow team members/partners in their respective portfolios to ensure that HR services are executed in a most coherent, efficient and effective manner.

10. Development of the individual

  • Demonstrate a positive approach to Tanglin employees, so that they feel valued as a member of Tanglin.
  • Handle general enquires in a fair equitable manner.
  • Handle all data and staff related documentation in confidence.
  • Advise staff on non confidential issues.
  • Counsel Staff as required referring to appropriate agencies for specialist information.
  • Coach staff and members of the HRM team to complete the team and individual targets.
  • Contribute to the review of HR Team performance.

11. Communication skills

  • Liaise with DOP and ADOP on strategic and management issues.
  • Maintain sound relationships with all departments in Tanglin.
  • Be proficient in communication with staff and visitors to the department.
  • Use communication styles appropriate to each individual.
  • Develop good listening and counselling skills, referring to colleagues in the team as required.
  • Maintain and develop good communications with all departments in Tanglin.
  • Deal with enquires from Staff, Unions and Government Institutions.
  • Be responsible for reporting any concerns about a child to the Designated Safeguarding Lead.
