About the Human Capital Division and the role

The Human Capital Division (HCD) creates and implements solutions to ensure a sustainable cutting-edge workforce to drive current and future growth industries in Singapore. This include influencing national manpower polices and strategies, developing a conducive education and capability development ecosystem to build an industry-ready workforce, creating tools and initiatives to enhance talent development across sectors and collaborating with EDB’s industry divisions to shape sectoral resource optimisation and talent strategies.

Tech.Pass is an initiative launched by EDB to attract established tech entrepreneurs, leaders and technical expert to come to Singapore to contribute to the development of Singapore’s tech ecosystem and HCD will take on the administration of the Tech.Pass scheme. The Manager/Senior Manager, HCD (Tech Consultant) will lead the Tech.Pass administration team, oversee the evaluation of cases, consult subject matter experts across government agencies, and conduct background research into tech companies and the global start up scene.

You will report to the Assistant Vice President, Human Capital Division and be required to work closely with colleagues in EDB (e.g. Accounts Group, Human Capital Division) and officers from other government agencies.

Your responsibilities include but are not limited to the following:

• Work with interagency stakeholders to analyse and evaluate Tech.Pass applications
• Undertake research into latest tech trends and companies
• Engage Tech.Pass holders and connect them with relevant partners in the local ecosystem
• Review and streamline processes to ensure a high standard of operational efficiency

Requirements:

• 3 to 6 years of experience in market research or recruitment focusing on technology companies or start ups; or familiarity with tech companies/start up scene
• A strategic thinker with strong analytical ability
• Proactive, resourceful and able to work independently
• Meticulous and detail-oriented
• Strong collaboration skills with the ability to build rapport across teams and stakeholders
• Proficient in MS office, especially Word and Excel
• Excellent communication and interpersonal skills to engage both internal and external stakeholders
• Good language and writing skills
• Singaporean
