The Government Technology Agency (GovTech) aims to transform the delivery of Government digital services by taking an 'outside-in' view, putting citizens and businesses at the heart of everything we do. We also develop the Smart Nation infrastructure and applications, and facilitate collaboration with citizens and businesses to co-develop technologies.

The Government Infrastructure Group (GIG), a critical arm of Govtech, is responsible for providing the internal ICT infrastructure for the Whole Of Government (WoG). This ICT infrastructure covers data centres, WAN / LAN networks, security devices, physical and virtualised workloads, cloud and endpoints.
Government agencies are bound together using the WoG infrastructure as base platform. A rich set of endpoint, email, collaboration, document management and other services are provided centrally by GIG. GIG is working on a Digital Workplace Programme which aims to transform the ICT infrastructure and standard business applications for WoG through the adoption of cloud technologies and services to enhance the way public officers access Government resources and collaborate with one another.

Job Overview
The Product Technical Lead is responsible to oversee the product infrastructure engineering team and identify and deliver the appropriate technology solutions. You are responsible to lead and provide direction for the technical solution and architecture for the products and ensure the detailed design and development is aligned with the enterprise architecture.


What To Expect
  • Lead, drive and manage the overall product conceptualisation to implementation for Whole of Government M365/D365/O365 implementation and operations.
  • Possess Microsoft 365 suite and Azure skillset in the areas of design, implementation and operations.
  • As the subject matter expert in the area of Azure and Microsoft products such as
-Microsoft 365 (such as Exchange Online, OneDrive, SharePoint Online, TEAMS)
-Dynamics 365 including Power BI, Power Automate and Power Platform
-MS Enterprise Mobility Suite (inTunes, MCAS, Azure Information Protection)
-Azure Active Directory (configuring and setting up the synchronisation of on-premise AD with Azure Active Directory, federation service)
-Other Microsoft products such as Yammer, Stream, Telephony services.

  • Plan the technology roadmap, review technology improvements and feedback for Microsoft suite of products throughout the deployment and operations cycle.
  • Effectively manage the technology roadmap based on our strategic goals, prioritizing across tactical and strategic goals, and align business needs and technical priorities.
  • Work with the team to translate technical solution and design to technical specifications for tender.
  • Understand technical, quality management and security guidelines and policies and ensure development processes and systems comply with these policy and guidelines.
  • Lead the product team and the contractors on the product delivery according to the business requirements.
  • Identify opportunities, develop technical design and solution and ensure the solution work well with the government infrastructure, policies, standards and security requirements.
  • Coordinate with Product Principals and System Integrators on the evaluation of technology solutions, carry out proof-of-concepts to validate and establish the appropriate solution for the business.
  • Manage infrastructure operations and support and ensure delivery of services meet agreed service levels.
  • Develop effective stakeholder relationships across GovTech and with stakeholders from government agencies.
  • Communicate and present to senior stakeholders on project progress and resolve issues efficiently.
  • Partner closely with the development and design team in an agile environment and continually improve ways of working.
  • Identify potential project risks and the implications and to recommend mitigating measures to manage the risks.

How To Succeed

  • Degree or Diploma in Computer Science, Information Systems, Information/Infocomm Technology, Computer or Electronics Engineering or related discipline.
  • Relevant digital product management experience in a demanding, agile environment with at least 8 years managerial and leadership responsibilities.
  • Proven record of successfully delivering high-impact, complex projects while managing risks.
  • Able to work independently and as a good team player with analytical, management and planning skills.
  • Strong vendor and stakeholder management.
  • Demonstrated ability to build and maintain relationships with a wide array of people at both junior and senior levels
  • Pro-active, dynamic and with good analytical/conceptual thinking and problem-solving skills.
  • Excellent written, verbal communication, presentation and negotiation skills.
  • Agile related certification such as Certified Scrum Master is an added advantage.
