Job Description

Responsibilities:


QUALITY ASSURANCE / HEALTH & SAFETY SUPPORT

Administer Project Management resources to assist QA / H&S to enforce compliance to QA / H&S requirements

Recommend penalties for subcontractor non-compliance to QA / H&S requirements

Enforce follow-up to site quality inspection (by external consultant) comments


OPERATIONS SUPPORT

Administer Project Management resources to assist the Operations to enforce the timely issuance of design drawings for subcontractor tender

Attend the respective site meetings as and when required

Enforce that the project managers / assistance project manager attend their respective site meetings on a monthly basis

Monitor timely procurement and award of sub-contracts works

Monitor construction schedule on time


FINANCE SUPPORT

Administer Project Management resources to assist the Finance to enforce prompt submission and payment of Client progress claims


BUSINESS DEVELOPMENT SUPPORT

Administer Project Management resources to assist the Business Development to formulate technical responses to tender / Assist Tender pricing and negotiation


PROJECT MANAGEMENT PERSONNEL

Act as the direct reporting manager to all Project Management personnel in the company

Project Engineer / Project Manager / Senior Project Manager / Contracts Manager / BIM Manager

Oversee headcount / budgetary planning for the Project Management department

Recommend and execute employment and removal of Project Management personnel

Approve leave applications of all Project Management personnel

Approve and sign-off on expense claims from Project Management individuals

Oversee the assignment of Project Management personnel to individual projects

Manage and recommend remuneration packages (including bonus awards) for Project Management personnel

Conduct performance assessments for all Project Management personnel

Formulate an annual training program for the Project Management department

Determine the responsibilities / scope of each grade within the Project Management department


MEETINGS

Conduct Client design kick-off meetings for all projects and subsequently, monitor such follow-on meetings

Conduct internal design meetings for all projects and subsequently, monitor such follow-on meetings

Co-chair pre-construction meetings with Business Development and Operations for all projects


PROJECT AUTHORITY

Sign-off cost reports for all projects

Sign off on subcontractor awards recommendation for all projects

Sign off on subcontractor progress claim certificates recommendation for all projects

Approve Client progress claims recommendation for all projects

Approve on works order recommendation to subcontractors for all projects

Approve on variation advices recommendation to Clients for all projects


PROJECT RESPONSIBILITIES

Allocate and manage project reference numbers for all projects

Audit design drawings for value engineering and constructability considerations

Coordinate and verify subcontractor proposals for all projects during the award stage

Ensure compliance to cost report submission timelines

Negotiate subcontractor deductions for project non-compliance and breaches

Administer Project Management resources to oversee the following matters for all projects

Compliance to key legal obligations in relation to the project


OTHER RESPONSIBILITIES

Administer the filing and archiving of cost reports for all projects

Submit project progress reports for the Groups monthly management meetings

Expand and improve on existing Project Management procedures / processes, including documentation

Improve Project Management System and work flow between Operation team


Requirements:

Professional Construction Qualifications relevant to the role (BSc or MSc in Project Management or Building / Construction Studies or Engineering)

Have a related Chartership such as CIOB

Pre-construction experience

Experience in BIM / Conject

An in depth knowledge of the construction process and construction methods

Demonstrates key leadership skills
