In this position, you will lead the learning management and technologies functions in IAL to explore, enhance, develop, and implement state-of-the-art learning systems to advance the capability development, professionalisation and practice of the Training and Adult Education (TAE) community. An example is to develop a multi-functional Platform (named as TAELENT) for the TAE Practitioners, which will include various functions including skill profiling, repository, data analytics for various purposes, and job information in the TAE sector.
You will report to Director, Corporate Services with the following roles and responsibilities:

  • Working closely and collaboratively with relevant users / user departments and the appointed system developer (vendor), lead the planning, development, implementation and subsequent maintenance and continuous improvement of the online TAELENT Management portal for the TAE community, premised on the integration of skills profiling, job search, community membership, learning and recognition functions
  • Ensure that the above and other TAE related projects and initiatives under the IAL annual Workplan and 5-Year Strategic Road Map are successfully completed within the approved budget, meeting users requirements and at the highest level of quality and reliability
  • Provide leadership, manage, coach, and supervise the day-to-day operations across the Learning team.
  • Collaborate and work closely with internal and external stakeholders to define, update, streamline and manage the various processes and system(s) including the interfaces with other systems to ensure the robustness, fit-for-purpose of the system(s) under his charge.
  • Investigate, analyse, recommend, and take remedial actions on specific issues related to the above projects and/or with other learning technologies or technology platform applications, such as the learning management system (CANVAS), Training Management System (TMS), IAL Portal (MyIAL), and related user experiences, and system interfaces both inside and outside IAL.
  • Work with the users / users department and stakeholders to identify specific needs or gaps that negatively impact the business, user experiences and identify solutions that will improve overall system and business performance and users satisfaction.
  • Assist to develop, coach and mentor the team under his charge and, others within IAL in consultation with other divisional Directors, in technology platforms and digital learning development principles and practices to further develop the capabilities and business acumen of one-IAL team.
  • Strategize, plan and direct innovation and experimentation in skills development, skills recognition, and benchmarking to enhance quality of TAE provisions and model adoption of national initiatives such as TAE Skills Framework and TAE Industry Digital Plan.
  • Promote / champion use of data analytics in IAL, including identifying, defining and if necessary, fostering data analytical capability for relevant staff and related projects in IAL at large.
  • Keep abreast on the advancement of learning technologies and techniques explore new applications to expand the boundaries of the learning technology and enhance learning services in the TAE eco-system.
  • Any other duties, including cross divisional project(s) that may be assigned from time to time by the management to meet the organizational and changing environmental needs.

Job Requirements

  • At least 10 years relevant and demonstrated experiences in conceptualizing, implementation, and management of technology platforms, learning management systems and/or digital learning solutions.
  • Such experiences should include, but not limited to users & systems interface and administration, data configuration, analytics, designing and development of reporting dashboards, tables, metrics for stakeholders, testing, and issue resolution etc., preferably in an education or institutional environment, and with an ability to research, formulate ideas and develop actionable insights to drive corporate performance and users / learners experience.
  • A good bachelor or a master's degree in information technology, computer, or computational sciences. A PhD degree will be an advantage.
  • An education or training qualification such as a WSQ Advanced Certificate in Training and Assessment (ACTA), an Advanced Certificate in Learning and Performance (ACLP), and a Diploma in Adult and Continuing Education (DACE) from IAL, or a post-graduate diploma in education from National Institute of Education (NIE) is a pre-requisite.
  • A motivated team player, with the willingness and ability to work collaboratively as a team with colleagues and stakeholders to achieve the organizational goals and objectives in a dynamic and fast-moving environment.
  • Strong communication, inter-personal, analytical, problem solving and sensing skills, and the ability to coach, engage and motivate staff to achieve organizational goals.
  • The successful appointee will be based in IAL Campus located at Lifelong Learning Institute next to Paya Lebar MRT station
